- information moves across the internet in "packets" through TCP/IP software
- TCP portion assembles a message or file into small "packets" and then reassembles them on other end
- IP portion handles the address portion, ensuring files reach correct destination
- every computer connected to the internet has a copy of the TCP/IP program on it
